Bill was born in Parsons, Kansas to the late William Moore and the late Laura Good Moore. He has resided for over 50 years in Garden City, where he raised his family. Bill was the owner/operator and CEO of Mark Tool Co., Inc. in Garden City for 50 years, having started in the company from the bottom as a truck driver. Some of his favorite pastimes included offshore fishing, hunting, camping, and cooking. But what was most important to Bill was spending time with family and friends and spoiling his grandchildren. Bill was very active in his local community, having been a longtime member as well as past District Governor of the Franklin Lion's Club, of which he built the current lodge, as well as being active in many youth oriented organizations, such as founder of the Franklin Boys and Girls Club and a big supporter of the St. Mary 4-H and FFA programs, receiving the outstanding supporter of the year from the St. Mary Parish Fair Assoc. Bill was also a member and past president of the St. Mary Parish Chamber of Commerce, having received the Virginia Tyler Award and Business of the Year Award. He also took great pride in being the St. Mary Parish Executive Commissioner of the Republican Party. Sadly, Bill passed away at the age of 79 on Tuesday evening, February 28, 2017, at his home surrounded in love by his family. He will be fondly remembered and dearly missed.

Those he leaves to cherish his memory include his wife of 40 years, Linda Billodeau Moore; three children, Sean W. Moore, Scott C. Dye, and Shree M. Hebert and her husband Jerome; 13 grandchildren, Christopher Moore, Colby Mensman, Ryan Moore, Connor Moore, Sydney Lynn Moore, Dustin Dye, Madison Dye, Logan Hebert, Krista Hebert, Zachary Hebert, Brett Hebert, Shelby Menard, and Dylan Menard; five great grandchildren; as well as numerous nieces, nephews, relatives, and friends.

In addition to his parents, he was preceded in death by three siblings, Dale Moore, Patty Harris Hill, and David Harris.
